PhilDHRRA Conducts Post Distribution Monitoring of Oxfam Cash Grant
Five months after typhoon Ondoy (Ketsana) swept the country, Oxfam provided financial assistance to some 10,000 families who were victims of this tragedy through its Emergency Food Security and Livelihoods (EFSL) project. This is instead of the traditional food and non-food assistance; giving families more liberty to decide which basic needs to buy. Around 20 livelihood groups also benefited from this project. Wherein, PhilDHRRA partnered with Oxfam in monitoring the spending pattern of these families and livelihood groups.
Project activities were undertaken in several barangays and municipalities of Laguna and Rizal, some of the most badly hit provinces in the country. A survey of 680 households and twenty livelihood groups were conducted simultaneously with key information interviews of 33 households and livelihood groups. Prices of local market commodities of Laguna and Rizal were then compared to national prices to analyze if the cash grant did influence local prices.
The project culminated in a reflection workshop convened by Oxfam last 09 to 10 April, participated by PhilDHRRA and other partners who had been engaged in the typhoon response activities. Participants were able to share stories, successes, and bottlenecks in the project implementation.
